President Obama delivers the traditional address, in which presidents typically highlight achievements from the previous year and articulate their priorities for the coming year, before a joint session of Congress, telecast from the House chamber. Topics expected to be addressed include the economy, job creation and the 2011-12 budget. Rep. Paul Ryan (R-Wis.), the chairman of the House Budget Committee, delivers the Republican response.
"Joan & Melissa: Joan Knows Best?" Tonight at 9 on WE tv. Funnywoman Joan Rivers relocates from New York to Los Angeles to move in with her daughter, Melissa, in the premiere of this reality series following the pair as they cope with cohabitation. As Joan settles in, Melissa tries to hide a secret.
"Fashion Show: Ultimate Collection" Tonight at 10 on Bravo. In the Season 2 finale, the final designers go needle-to-needle to spin out a cohesive collection of looks, after which the seasonal winner is named. R&B songstress Mary J. Blige and fashion-magazine editor Glenda Bailey are the guest judges.
"Lights Out" Tonight at 10 on FX. While Johnny tries to persuade promoter Barry Word (Reg E. Cathey) to give the gym's top fighter (Pedro Pascal) a title shot, Lights' daughters prepare a scrapbook for their father's 40th birthday party. Meanwhile, police discover that the MP3 player found on the body of a murdered robber belongs to Lights.
"Real Sports With Bryant Gumbel" Tonight at 10 on HBO. Segments include an interview with quarterback-turned-broadcaster Troy Aikman; a report on financial irresponsibility on the part of some NFL players; a profile of sportswriter Peter King; and an update on the health problems of NFL linemen.
"Stand Up Mother" Tonight at 10:02 on WE tv. Comedian Tammy Pescatelli plans a big family event in the premiere of this reality series following Tammy as she tries to balance work and family. Though party planning has her stressed, Tammy also tries to fit in an audition in Los Angeles.
